Vetoed
the
City
Council's
ratification
of a
new
labor
contract
with
meter
maids
in
1972
.
Funded
and
relied
on
outside
consultant
studies
. In an
effort
to
remedy
budget
issues
in
1975
,
Sutherland's
budget
called
for a
net
reduction
of
13
City
personnel
--
9
of them
police
patrolmen
--
on the
advice
of a
Washington
consulting
firm
that
said
the
city
could
get
along
without
them.

about
100
city
employees
,
all
members
of
Local
563
(street
,
sanitation
,
engineering
and
park
employees)
called
in
sick
as
part
of the
labor
dispute
with
Mayor
Sutherland
.
Most
Appleton
streets
were
unplowed
and
garbage
was also
going
uncollected
.
Mayor
James
Sutherland
and
other
city
officials
were
manning
city
plows
in an
effort
to
get
primary
streets
cleared
by the
weekend
.
City
hall
clerical
employees
reported
to
work
(the
only
members
of
Local
563
to
do
so)
;
while
it
was
reported
that
some
clerical
staff
were
calling
in
sick
, that
could
not be
substantiated
.

Teamsters
Local
563
also
charged
Appleton
Mayor
James
Sutherland
and
two
city
department
heads
with
prohibited
labor
practices
.
Union
attorneys
filed
the
complaint
with the
Wisconsin
Employment
Relations
Commission
(reported
March
16
in
P-C)
. In
May
of
1976
Appleton
was
awarded
a
$386,000
federal
HUD
block
grant
;
Sutherland
planned
for
all
funds
to be
used
for
downtown
redevelopment
.
After
being
defeated
by
Dorothy
Johnson
in his
bid
for a
third
term
, he and his
family
toured
the
United
States
for a
year
.
