Controversy
over
building
a
viaduct
on
East
Wisconsin
was
settled
. The
cost
was
shared
with the
Chicago
Northwestern
Railway
. The
Rio
Theater
was
built
. A
park
improvement
system
was
started
with a
$50,000
bond
issue
to
improve
Pierce
Park
.
More
than
30,000
feet
of
sewer
pipe
was
layed
.
Many
streets
were
paved
,
including
S
.
Mason
,
E
.
College
, and
Jackman
Street
Hill
.
Street
lights
were
put
on
Cherry
St
.
(now
Memorial
Drive)
.
Based
on the
City
Plan
Commission's
recommendation
,
Wisconsin
Avenue
was not
included
in the
City's
business
district
. An
ordinance
was
passed
requiring
all
milk
sold
in the
city
to have a
bacteria
count
of not
more
than
100,000
cubic
centimeter
.
Contract
was
entered
with
Whiting
Airport
,
which
included
air
mail
. He
vetoed
the
proposed
City
garbage
collection
plan
. The
Post-Crescent
began
an
expansion
program
which
included
a
new
,
high
speed
printing
press
. He
defeated
John
Goodland
by
151
votes
in
1926
and then
won
re-election
in
1928
,
defeating
Hawes
. The
stockmarket
crash
in
1929
had a
tremendous
effect
on
Appleton
business
.
