Title	Dr. James V. Canavan (31st mayor of Appleton: 1910-1914)
Description	Democrat, opponent, Wolter. He had served three terms as county clerk. Served under aldermanic form in 1910, then city was changed to commission system. He was elected (by a two vote margin over August Knuppel) for term of six years, but died in 1914 before his term was over. Voting machines were used for the first time. As mayor Canavan had jurisdiction over police, fire, water, poor, health and finance departments. City finally took over the waterworks December 1911 after much litigation. A filter plant and pumping station were built. Street improvements became a big program.
