Title	Humphrey Pierce (18th and 24th mayor of Appleton: 1880-1881, 1893)
Description	Democrat. Opponent B. T. Rogers (1880) Harvard Law graduate and realtor, former alderman, city attorney and district attorney. Reelected 1881, opponent J. H. Marston. Elected to State Assembly in 1882. City officers, including mayor, clerk, treasurer, attorney, and assessors became elected positions. Slaughterhouses ordered outside city limits. A board of public works and a sewerage system was set up. A public vote was against a city-owned waterworks (582 to 560), and a contract was signed for a commercially built system. Fire protection was found deficient and ordered improved. Prescott hospital was established. Citizen's National bank was organized in 1893, Ritger hotel opened. Purchase of the Hyde property at Drew, Fisk, Main and North stretts was completed for a park for $13,000 (City Park) Roller skating craze prevailed in the city. $10,000 school was erected in the first school district. Plans were made for another in the 2nd district (to also include the 6th ward.) Labor council was organized in 1893.
